    You should investigate the maximum # of threads possible for a process. This is a Windows issue.
    If the number is lower than 650, you should convert your database to use shared server.
    I know for a fact you can set the processes parameter higher than that number, Oracle doesn't check.

    This is not really a forms issue and is about the configuration of your sqlnet at you client end and at the server end.

    The configurations do not match (assuming you have a database and listener running correctly).

    Check your sql*net files tnsnames.ora and sqlnet.ora in

    ORACLE_HOME/network(or net80)/admin

    I'm doing a clean installation of AS 10g on Windows XP64 , all is well until I get to the part where recommened processes need to be started. I get a failed error when Internet Directory is being configured.

    The Log gives the following:

    Hi,

    I am receiving the following type of errors regularly in one of our development databases:

    Errors in file e:\oracle\product\diag\rdbms\agdev10g\agdev10g\trace\agdev10g_reco_16356.trc:
    ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
    ORA-02062: distributed recovery received DBID d672931d, expected 2d7b9dec
    ORA-12154: TNS:could not resolve the connect identifier specified
    ORA-12500: TNS:listener failed to start a dedicated server process
    ORA-12154: TNS:could not resolve the connect identifier specified

    From researching on the net it looks like it may have something to do with distributed transactions and database links however I'm not sure how to proceed to diagnose the problem and find out where the issue is. Can anyone help?

    Hello,

    Providing the Oracle version and OS version may help us to understand the error.

    ORA-12514 / TNS-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor

    This error can occur when connecting directly to the database or when selecting across a dblink.

    For this problem please check if the database is up and running also check whether the hostname and port specified in the client are correct for the database service.

    Test the listener using tnsping and lsnrctl services listener.

    ORA-02062: validated if the dblink is working,

    V$DBLINK AND GV$DBLINK show the db_links currently used by distributed transactions.

    Is it normal to have the number threads of the oracle.exe process (in windows task manager) always growing up? When I start Oracle database the number or threads is 20-30... but after starting using the database they grow up always and never goes down! is it normal?

    When the number of threads get around 600 my database stop beeing accessible with error ORA-12500

    This database is beeing primarily used to dbms_ldap calls to my ldap server.

    My concurrent users are not more than 20...

    What can this be ?

    Hi... I am getting this error also but after the system has been running for 3 days though. Here is my configuration:

    Windows 2003 Server
    16GB of memory
    /3GB /PAE
    Oracle 9iR2 (9.2.0.8) enterprise server
    buffer_cache = 9GB (db_block_buffers * block_size)
    sga = 699
    sga_max_size = 1200M
    pga = 1GB
    pga_aggregate_target=1024M
    open cursors = 300
    processes = 950
    it set up for dedicated sessions.

    Normally it ranges between 510 to 550 concurrent users.

    Also, I'll do a shutdown immediate of the database which will complete successfully on its own after 2-3 mins, but when i do a startup, it will hang. so i have to stop and start the oracle instance service in order for the database to come back up. I'm not sure why this is?

    Can someone help?

    I think i am running out of memory. I believe it to be SGA memory. I have sga_max_size set to 1200M. I thought that when you set SGA_MAX_SIZE, the system will automatically manage that memory for you so it doesn't go over?

The typical reason for this call to fail is resources - each thread has a basic resource footprint in the kernel. So running low on memory can cause this.

    On Linux/Unix, the typical reason is that the oracle o/s user has exhausted its limit of processes it may start (Oracle works differently there, using actual process images and not threads).

    Could be that some similar limiter applies for Oracle on Windows.

    Other reasons include the thread (or process) failing to "attach" to the SGA. But that should result in a shared memory exception to be thrown (e.g. a ORA-27123 unable to attach SGA error). Or environment issues (causing the thread creation to fail).

    If the Listener is running with verbose logging, then that should shed more light on the underlying error. The log file resides in +%ORACLE_HOME%\network\log\listener.log+ and its usage is configured in the listener.ora file.

    I am attempting to connect to the Oracle 10g database with JDeveloper, and whenever I attempt to connect, I receive this message:

    I have tried using the computer name, localhost, 127.0.0.1, I get either an error saying that the network adapter can not resolve the connection, or the error message above. When connecting, I use Net Manager to configure the addresses. Any help would be greatly appreciated since I am a complete newbie to Oracle tecnologies.

    I said restart the Listener from the command prompt. Not sqlprompt.

    Ever had one of those days? I have installed 8.1.6 onto our 7.3.4 server as directed in the installation notes etc.

    I have amended the listener.ora file as directed and this contains both the 7.3.4 instance and 8.1.6 instance. You can log on to the 8.1.6 via SQL*Plus with no problems, but when you try to get to the 7.3.4 instance, you get:

    I am trying to confugure the listener services on an existing Oracle 7.1.6.2 running on Digital Unix 4.0f. I installed Net Services from Oracle 7.2 CD ad with this Listener was installed successfully. But when I try to connect the server it gives the error oRA-12500.

    Can anyone comment on this.

    I ran into a bug (specific to my os - digital unix) when running an 8.1.5 listener and trying to connect to 7.3.4. It sounds like this may be the issue if you are on digital unix - the bug number is 740014.

    I configured a standby datase environment using the Data Guard(9.0.1). Both, the primary and standby are 9.0.1

    Few days ago, the standby crashed and i was getting an Ora-12500 error. To solve that error i had to recreate the oracle instance. After that, the primary established connection to the standby and shipped the logs which were applied by the stand. But when i connect to the Data Guard Manager GUI and click on my data guard configuration, the cursor shows up and keep running on the screen indicating that the DGMGUI is working on the background. I left DGMGUI running overnigth but it did not finished. I don't know what is the problem. Any hint ?

    Sometimes this ORA-12500 is because of a PGA RAM shortage on the target database, based on the settings for pga_aggregate_target, sort_area_size and hash_area_size.

    You can have a single listener, pointing to multiple Oracle instances, each on a different version.

    In Windows, especially Oracle8 and Oracle8i, you may need to re-start the listener service using the Windows task manager.

    We experienced the problem on our Test system, but at a slower rate: it would take less than 7 days to receive the failure on our Production system with the normal level of user activity, but would take 13.5 days on average to see it on the Test system, with no activity except scheduled jobs. (Monitoring vmem usage showed a slower memory leak rate on the Test system).I increased the frequency of the Data Dictionary Publishing job on our Test system to every 5 minutes, and was able to get a failure to occur on the Test system after 8.5 days.Another observation is that while the content server complained that the docbase was unavailable, we were able to connect to it via SQLplus from other systems, so it was only the content server process that was affected.

    I have 4 GB of RAM in the Server. At the time of error, i checked Ram utlization through Task manager and it was not more the 1.5 GB.
    We are using windows 2000 server as our OS.

    Oracle Text does not come with anything called "english_lexer". You can create your own "basic_lexer" and name it "english_lexer" if you like. Apparently whatever script you are running is missing the part that does that or it was done separately or in another schema. Oracle Text does come with a "default_lexer" and other default items, which were apparently already installed. Ordinarily that sql script is called automatically during installation and not run separately. When you install Oracle Text, it picks the correct script to run based on your database language. If your database language is not English, but you require that your default_lexer and such be English, then support might advise you to run that script. If there are previously existing defaults, they may need to be dropped first. I would analyze your situation carefully and seek advice from support, as you don't want to end up with a confusing mess. It may just be a matter of trying to do things from the wrong schema. Oracle Text stuff should be run from ctxsys, not sys.

    I am running Oracle 9iR2 (9.2.0.8) on windows 2003 enterprise server. Since this is a 32-bit setup, i have all the memory parameters to take advantage of the extra ram past 4GB.

    yesterday, users started getting ora-12500 errors. I thought it was the same issue with running out of memory, but wasn't sure because the oracle service shutdown on its own and did not send anything to the alert logs or windows logs.

    Has this happened to anyone?? Anyone know the reason why it would shutdown?

    Yes i have both the /3GB and the /PAE switches in the boot.ini. Windows and Oracle do see the extra ram. I have 16gb total and i have my buffer cache set to 9GB.

    If the number of concurrent sessions is too large (say 500), then you can look for alternative of shared server.

    3). I think we need to set db_cache_size as we are not using ASSM. Correct.

    Hi all,

    I have a database that I can connect directly with no problem, but there's error when I try to connect to that db from another db by using dblink

    (Select * from someTab@link_name)

    The error is Ora-12500

    (Sure that tnsname.ora file is OK, I meant SID that using in dblink)

    What can I do to deal with this prob?

    I am getting a TNS 12500 ERROR, upon further research from the link below I found that I have to reduce the PGA size as
    a possible solution.

    i run oracle database 10g on windows2003 server but the listener is giving me problems. since i installed the oracle server, i've only been able to use it once successfully. when i try to log into OEM or isqlplus, i receive an error saying "Listener refused the connection with the following error: ORA-12500, TNS:listener failed to start a dedicated server process". however sqlplus connects and works normally. Please help if resolve this problem if u can.

    DB:3.53:Load Odp.Net Now Can't Get Local Db ca


    I'm an Oracle Applications designer and have been trying to install Ora9i Database (9.2.0.1.0) and OTN.NET (9.2.0.4.000beta) on my system, so that I can learn to use it in the .NET framework.

    I've tried 3 times without luck. Each time the database application installs fine and I can access my local DB. Then I load OTN.NET and everytime I end up loosing access to my local DB!

    If I try to open the DB in OEM I get ORA-12500 "TNS:listener failed to start a dedicated server process".

    I'd really like to learn to use ODP.NET, but it doesn't appear to want me to ;(

    Hi,
    To set up DB environment similar to my Office, I installed Oracle 9i on my Windows 7(64 Bit) in my laptop...But in office we have Windows XP..
    For DB creation, I gave the SID as "primsri" and I was not prompted for any sys/system password while installation as Administrator. I find only empty folders pfile/udump/bdump etc in C:\oracle\ora92\admin\ora9i\. I see the PRIMSRI folder icon with a lock symbol on it...

    I used the Oracle 9i(32 Bit) s/w installation kit having 3 CDs..

    I was able to create a new SID ora9i as administrator and tnsping was successfull. When I tried to connect sqlpls "/as sysdba", it was futile..TNS-00516 Permission Denied error was thrown.
    when I gave sys@sun9 as sysdba it prompts for password, irrespective whatever password typed right or wrong, the TNS-12500:TNS:Listener failed to start a dedicated server proces..

    In listener log i can see the TNS-12500- TNS-12546-TNS-12560-TNS-00516 Errors.
    Also in C:\oracle\ora\92\database the sqlnet log also has the TNS Permission denied error.

    Kindly assist ..

    1. Download OEL 5.x version from e-delivery.
    2. Create VM machine(make googling you can find many good site)
    3. Use your OEL software and create Vm linux machine on your win7 laptop
    4. Install 11g and use it for your purpose

    I am facing a simply an odd error when i try to connect to oracle instance.. Before i talk about the error..

    I will first explain you our environment setup.
    We have WebLogic portal domain which consists of an Admin server and 2 managed servers.

    The Admin server and one of the managed server instances are running on one machine and the second managed server is running on the second machine.

    When we boot the WebLogic server instance we got he following error while trying to create the
    connection pool:

    This error is sporadic and happens intermittently.

    Database Information :- V 8.1.7 / OS- WIN NT

    Our database is running 6-7 instances on the same listener port i.e. 1521.
    None of the other instances are having this problem except our instance.

    We found its activating only 40 DB sessions though the database parameter ( i.e. processes) is set to 350.
    When the next session is getting activated at the DB end, it gives ORA-12500 error saying "Listener could not start a dedicated server process".

    One more thing. from a single machine i am able to activated only one session when i try to create one more session it gives me the same error ora-12500.

    I am not able to find out the exact cause of this error.. is it a Listener error or some DB configuration parameter has to be changed. or its pertaining to some OS configuration Parameter.

    Could be numerous things causing this error, but here are some things to try:

    1) check your CONNECTION_TIMEOUT setting in the listener.ora file - it's possible that the connection could not connect before it timed out. Set it to 0 and see if it helps.

    2) Check if you have a MAXDETACH setting also and increase its value if you do.

    3) If not the above, then it is simply a problem of lack of resources. You have a lot of instances and you'll need more memory to handle all the requests, etc. Also increasing the swap space can help the problem.

    I looked and found that the processes parameter is set to 500 and there are only 90 processes.

    Check database status, can you open a non TNS connection, directly from OS? Check the processes instance parameters.
    This error means some resource, at os or db level is exhausted.
    I additionally suggest you to format the trace output with the trcasst utility, so it can be in a more readable format.

    if the listener fails to spawn a dedicated server process it is commonly indicating an issue with the listener. So posting the listener and also a listener trace including a description of the env where you installed the gateway into which directory would be helpfull. Please keep also in mind if you have for example a 10.2.0.3 database and you install into this directoty a 10.2.0.1 gateway you have to reapply the patchset again do get consistent file version.

    I am using Oracle 7.3.4 for NT4.0 with serivce pack 5 as the database, win98 as the oracle client.

    When I run my application (which is PowerBuilder6.0) only to connect to oracle at the win 98 workstation, it is connected sucessfully.
    When I run SqlPlus only to connect to oracle at the win 98 workstation, it is also connected sucessfully.
    However, when I am running my application, I need to open SqlPlus to run the SQL script as well. Once I open SqlPlus to connect oracle when my application is running(which connected to oracle successfully), the SqlPlus connot connect to oracle with the following oracle error message:

    ORA-12500 TNS:listener failed to start a dedicated server process.

    The listener is running fine and tnsping tests are also successful. The Oracle database service, as seen through Windows NT Control Panel, shows as Started.

    Yes, I can connect from other machines after Powerbuilder application is connected. However, the same situation occur. That is, the machine #2 can not connect to Oracle while one of the application (either PowerBuilder or SqlPlus) is already connected to Oracle.

    While machine #1 can also run one of the application (either PowerBuilder or SqlPlus) separately.

    The most common cause of a ORA-12500 is a busy system whereby PGA RAM is exhausted. The solutions are:

    - Add additional server RAM
    - As a last resort, deploy shared servers (the Multithreaded Server (MTS).

    Common syntax issues in the listener.ora file can cause numerous listener connection problems, most notably the "ORA-12500: TNS: listener failed to start a dedicated server process" error.

    Sometimes this ORA-12500 is because of a PGA RAM shortage on the target database, based on the settings for pga_aggregate_target, sort_area_size and hash_area_size.

    I think you should first of all look for syntax errors in your listener.ora. If there are non then think about reseting the above mentioned parameters pga_aggregate_target, sort_area_size and hash_area_size.

    I try to install HTML DB (from Companion CD 10g Release 1 (10.1.0.2.0) for Windows) on a Ora 9.2.0.4 database on Windows 2003. Unfortunately a problem occurs on execution of the configuration assistant (and it hangs). The following error is written in the log file:

    I already tried several things, but nothing worked:

    - I copied the htmldb= string from the tnsnames.ora of HTML DB Home to the tnsnames.ora of Oracle Home
    - I copied the Oracle Home tnsnames.ora and the sqlnet.ora to the HTML DB Home (directory /network/admin/)
    - I also added the string ifile=9iHome/network/admin/tnsnames.ora (according to another posting in this forum) to the HTML DB tnsnames.ora, but I am not sure, I did it right - I only found information for Oracle 10g

    The listener and the HTMLDBProcessManager are running (Windows Services).

    What else can I try to do?

    2. Start the 10g TNS Listener service
    3. Verify that the database is registered with the 10g Listener and not with an 8i one.

    Once you are confirmed of that then do tnsping SID

    The issue is that the database is getting registered with the listner of a lower version, in your case with the 8i listener.

    Search metalink and you will get a note describing the scenario above.

    Recently we had changed our remote connection from 128KB Leased Line to high speed IP VPN (1MB) MPLS based lines. After that onwards Oracle table rows are getting locked frequently. We are using Windows 2003 Server Std with 9i 2.0.7 database loaded. Server Total Memory is 4GB with 3.2 MHz dual processor.

    When we increase the sga_max_size (1400MB or above), ORA-12500:TNS:Listener failed...... error appears and users can't connect to our database server.

    Memory Configuration is:-

    Shared Pool - 352MB
    Buffer Cache - 584MB
    Large Pool - 128MB
    Java Pool - 16MB

    SGA Max Size - 1281.573 MB

    Aggregate PGA Target - 259MB

    Please help to correctly calculate the Memory configuration if its wrong. Or is there any other solution to sort out the table row locking problem.

    But now the problem is all the queries option's in the system are getting hang if the Oracle Application is not in use for 15-20 minutes. If the user's are continously working everything works fine.

    On the server where the database resides..

    go to START --RUN -- services.msc -- Look at "OracleService" and "OracleStart". These two services are followed by your SID name.These services should be started.

    Check for OraclexxxxTNSListener -- it must be started.

    We attempted a 400 user test twice today but both the attempts were aborted as we faced
    "ORA-12500 TNS:listener failed to start a dedicated server process" error during both the tests.
    Database crashed during these tests. Nothing in the alertlog or even viewer.
    This is windows 64bit server with 32GB memory and 4GB swap space.

    Any help is greatly appreciated.

    Hi, I got this error on windows server and it was due to Database started up as domain user and listener started up as local system user.
    Once I change both services to run under a domain user I stop getting the error.

    When I right-click one of the demo cubes and choose "OLAP Viewer" I get a
    couple of message boxes. One is an OLAP Viewer splash screen. It says

    empty alert box. When I close it I get a message saying "Instance-20016 DB

    I configured a standby datase environment using the Data Guard(9.0.1). Both, the primary and standby are 9.0.1

    Few days ago, the standby crashed and i was getting an Ora-12500 error. To solve that error i had to recreate the oracle instance. After that, the primary established connection to the standby and shipped the logs which were applied by the stand. But when i connect to the Data Guard Manager GUI and click on my data guard configuration, the cursor shows up and keep running on the screen indicating that the DGMGUI is working on the background. I left DGMGUI running overnigth but it did not finished. I don't know what is the problem. Any hint ?

    Guys,

    I have Oracle 8i on running on windows 2003 server with 4Gb ram.I've assigned 1.5Gb ram for SGA (700 shared pool and 800 for Buffer cache).Also I've assigned 1 Mb for sort_area_size and Open_cursors = 700.

    When memory usage approaches 1.9 Gb i start getting ORA-12500(Listener failed to start a dedicated server process) or ORA-03232(Unable to allocate an extent..)

    I tried to decrease size of SGA to 1G and set Hash_multiblock_io_count to 1 to stop these errors but im afraid if the memory usage increases I'll have the same prb.

    Kindly assist

    unfortunately it's a problem to have different Oracle versions on the Windows platform. Concerning your net errors (12514,12505) you should have in all your different ORACLE_HOME\network\admin directories the same configuration files (sqlnet.ora,tnsnames.ora,listener.ora). It seems, you have a mismatch between the older SID logic and the newer SERVICE_NAME logic.
    Only one listener should be up and running, preferenced 10g.
    Oracle provides only basic releases for downloading on OTN, for patches you need a metalink account.

    it's like I can't get around listener fails to start with infrastructure instance as when this instance starts it looks first to see if a version 9.0.1.. listener is up (sends a specific message with listener level immediately at instance start-up) even if the version 10G listener is up and well.

    I feel it's like a problem of coexistence of the two versions.

    . On having finished the installation and begin the Database Configuration Assistant appears the error ora-12546 TNS permission denied. In the file listener.log
    the following messages appear:

    TNS-12546: TNS:permission denied
    TNS-12560: TNS:protocol adapter error
    TNS-00516: Permission denied
    32-bit Windows Error: 5: Input/output error

    I see the note 722966 and my procesador is EM64T

    I install in local mode, not remote and using Administrator user.

    There is a note in SAP that indicates that EMT64/x64 is not compatible with Oracle 9.2 (nota 12546) There is Oracle's FAQ that indicates Oracle's versions and Windows that he(she) supports EMT64.

    Since you can see it(he,she) indicates that Oracle 9.2 is supported in Windows 32 bits with technology EMT64

    And that alone the version 10g 2 be reread it(he,she) is compatible with Windows 2003 SEVER 64 bits with technology EMT64

    I removed all about Oracle software. (DB, listener, ...)
    And reinstalled Oracle software and recreated database and listener.
    And it worked fine.

    When I try to use Oracle Enterprise Manager Console to
    acess the database I get errors in follwing sequence :

    ORA-12541 TNS:no listener
    (I then use netca to start the listener and this error goes away)

    ORA-12500 TNS:listener failed to start a dedicated
    server process
    (I have to sqlplus utility at the prompt to start an instance. That works just fine.)

    After this I can use Enterprise Manager Console without
    any problems.

    Why do I get these errors?

    I have specified that the DB be started on logon
    in 'oratab' file in /etc directory.

    Really appreciate a response in this regard.

    Probably you made a typo, cause:
    The listener only listens on port 1521, while in your tnsnames you use port 1524. the port in tnsnames must match the one the listener listens for.

    I have setup standby database many times.However, While i tried to setup standby db today, for one of our client,for startingup the standby db, i am not able to connect as sys or "/" . it gives the error "ORA-12500 TNS:listener failed to start a dedicated server ".

    I have registred the standby database in the listener.ora file.

    I have deleted the oracle service for standby database and re created many times still it gives the same error.

    Listener has started up sucessfully. Then in order to startup the database i have tried to login as "/" and sys, while trying to connect this error occurs

    Do you have both Primary and Standby Databases on one Server?

    Primary and secondary databases are on different machine

    Do you have another Oracle Version on the Server other than Oralce 9i

    we do not have another version of Oracle database. However Oracle Developer is installed.

    If you have another Oracle Installation (another Oracle Home) and your TNS_ADMIN or LD_LIBRARY_PATH is pointing to the wrong one, it is possible that you tried or have started the listener on another home (different version) with the command from another home.

    LD_LIBRARY_PATH is applicable for Unix/Linux. For windows i do not see any such env variable in the registry.

    Ensure you set the Correct ORACLE_HOME and TNS_ADMIN before you start the listener.

    i am sure these are set correctly

    Also, check the port and protocol you have used to configure the listener.

    I verified this, it is using TCP and 1521 the default port

    So what could be the reason?

    Check in environment path, which path is taken as default.

    Give in command prompt tnsping connect string.

    On a laptop (name: aspire3000, 1G RAM, 2GHz, Windows XP) I have installed Oracle 9i release 2 database (name=HOMEDB, sid=SIDHOMEDB). I "played" for a while trying to configure Oracle Shared Server but I think I've ruined the listener.

    I execute the following steps:
    1. start the PC
    2. start the listener and database services in Control Panel (because they are set on manual)
    3. in order to test the listener is functioning properly I execute:
    lsnrctl stop
    lsnrctl start
    the listener starts, everything is ok
    4. using sqlplus connected as sysadmin
    4.1. sql shutdown
    it shuts down the database
    4.2. sql startup

    Now, I receive:

    What's wrong?
    If I shut down the PC, restart the PC, restart Oracle services (listener and db) I can connect using sqlplus. If I shutdown down the database it won't restart.

    Make sure OracleService is started. If not, start it using net start OracleServiceSID or from Control Panel/Services.

    Issue is resolved by adding More memory and increasing SGA and PGA size for oracle

    just started after running smoothly for a couple of months on 8i Enterprise 8.1.5 for Linux. I receive this error server side when I attempt to connect via SQLPlus from a client:
    'undefined symbol: t_pool_put_static_fld'

    And, on the client side I get:
    ORA-12500: TNS:listener failed to start a dedicated server process.

    sqlplusI get: ORA-12547: TNS:lost contact.

    Also, I am no longer able to stop the server, cannot connect to listener whatsoever. This happenned after importing 10 tables in succession using win32 sqlldr. Is it possible the server could not handle the load and gave up the connection to the listener? How do I recover the server from this point? dbshut/start is not working.

    sometimes, during peak usage hours, we get an ORA-12500 error while connecting to our Oracle 8.1.6 with PHP. We cannot connect to Oracle with PHP again unless we terminate some sessions. Has anyone else seen this? Or know how to get rid of it?

    I have had this same error when running it as a mod under apache. Basically, I solved the problem by setting up ORACLE_HOME env var for apache. That seemed to do the trick. I think there could have been issues with mm as well. However, we did not verify the issues with mm because mm was compiled into apache and not php (major issues with that).

    Hi,
    Please evaluate your processes.
    First issue show parameter processes;
    and then count your actual processes by issuing select count(*) from v$process;

    If in need please consider increasing it with alter system set processes=400 scope=both; (Restart needs to take place)

    I was able to get the connect string to work by changing the
    access on the tnslsnr file in ORACLE_HOME/bin to allow it write
    along with execute and read for USER, GROUP and OTHER.
    P.S. Check all access rights required by ORACLE and other users.

    We installed Oracle Application Server 9i with oracle database 8.1.6 on win2000.Each resides in a seperate home.We are accessing portal administration and development site through windows 98 machines with IE 5.0.It starts working for sometime,after which we are receiving the error ORA-12500 TNS Listener failed to start a dedicated server process.If we stop the Oracle service and starts again then again it works for sometime.We set init parameters like processes,shared_pool_size etc., to required values.

    What version of 8.1.6 do you have? I believe you need a minimum patch set of 8.1.6.2 or above. There are bugs filed in 8.1.6.0 which show this to be an issue (bug#1343511 and 1334230).
    Another possibility is that that your machine is running low on resources. It will be a good idea to monitor the system resources once this happens (this could be a memory leak).
    One thing to try is "When you hit this issue, can you connect using SQL*Plus?. If not, how many sessions do you have (you will have to keep one SQL*Plus session running in the beginning so that you can query this information)". If you cannot connect using SQL*Plus, then this is most probably a database patch issue
